HTP and e-cigarette use in North Macedonia – an exploratory study
Analytica Think Tank, in collaboration with the World Bank North Macedonia - Светска банка Северна Македонија, has published a study on the use of heated
tobacco products (HTPs) and e-cigarettes in North Macedonia.

Key Findings
Young People are the primary users:
HTPs and e-cigarettes are more popular among younger individuals, while older users prefer traditional cigarettes. Flavors and the ability to use them in public places are important determinants of their popularity.

Financial Burden:
Dual users, those who use both e-cigarettes and manufactured cigarettes spend most on their addiction: 5,034 MKD per month on average representing 12% of the average wage and 22% of the minimum wage in North Macedonia.
Policy Challenges:
HTPs and e-cigarettes benefit from:
• Favorable tax policies
• Fewer restrictions on public use compared to manufactured cigarettes and traditional tobacco products
The report emphasizes the need for:
• Flavor bans to reduce youth appeal
• Stricter restrictions on public use to reduce consumption and make the dual use less attractive
• Revisions to tax policies in line with WHO recommendations
Public Awareness:
HTPs and e-cigarettes are often perceived as HTPs and e-cigarettes are often perceived as "healthier" alternatives, which is misleading. The report recommends public education campaigns to address this issue.
