CSOs as equal partners in monitoring public finance
In the next four years Analytica together with Fractal (Serbia), Za zemiata (Bulgaria), CEE (Bosnia and Herzegovina), MANS (Montenegro), CEKOR (Serbia), BIRN (Bosnia and Herzegovina), Smehomat (Slovenia), Focus (Slovenia) and the coordinator Wings of hope (Bosnia and Herzegovina) will work on a project funded by the Civil Society Facility and Media Programme 2014-2015 (Support to regional thematic networks of Civil Society Organisations; EuropeAid/150147/DH/ACT/PRAREG).
The expected specific results of this action are:
- Civil society organisations (CSOs) (target group and beneficiary): The action is expected to enhance their knowhow
and capacity to monitor public finance, enable continuous monitoring of public finance and enable
cross-sector networking. For 10 CSOs of the consortium, the project will strengthen their knowledge and
organisational capacity to monitor public finance, provide policy proposals, participate in processes,
communicate and advocate for better accountability and transparency in public finance. For further
80 CSOs in Western Balkan region and beyond the action will help them understand the inefficiencies in
the public finance field and make them capable of participating in processes and advocating for
elimination of those inefficiencies. The project will establish cooperation with at least 5 relevant EU
level networks that cover the topics of the project.
-Public authorities (target group and beneficiary): The action will provide basis for transparency and
accountability in public finance and more efficient use of public funds. It will bring 4 regional analyses of
the situation in the public finance field, which will provide problem identification and policy
recommendations for the covered 7 countries and the EU. The action will establish a sustainable
regional monitoring and watchdog network for public finance, able to analyse various policies and
processes, recognize key problems, propose solutions and advocate for change. The action will
trigger or ensure participation in at least 8 policy processes, where it will engage over 7.500 citizens
in demanding accountable and transparent public finance to reflect the citizen’s needs in decisionmaking.
The action will ensure that at least 100 decision-makers in the Western Balkans and EU are
familiarized with action’s policy proposals and stimulated to work towards them. Hence the action will
lead towards an improved recognition of the role of CSOs among the public authorities.
-Media (target group): The action will build partnership with at least 100 media through meetings with
journalists, media work and involvement of media in activities. In such way the local, independent
and investigative media will get an opportunity to understand the complex topics of public finance and
strengthen their role of a watchdog of public authorities and public finance.
-Citizens / taxpayers (beneficiary): The action will help to over one million citizens to understand the
problems in public finance and stimulate over 7.500 of them get actively engaged in demanding
accountable and transparent public finance. In such a way the citizens will participate in demanding
fair and efficient use of taxes, in line with their needs.
There will be several work-packages of activities mainly focused on:
1. Knowhow sharing;
2. Networking;
3. Monitor, watchdog;
4. Advocacy;
5. Communication.
